The Sikh Foundation of Virginia was founded in the early to mid-1970s. At that time, there was no Gurdwara in Virginia, and families used to go to either the Gurdwara on Military Road in Washington, DC, or the Guru Nanak Foundation of America, Silver Spring, Maryland.
Once the number of families in Northern Virginia reached a critical mass, about a dozen like-minded Punjabi families came together to explore the idea of building a gurdwara in Northern Virginia to meet the religious, cultural and social needs of their community. The first meeting was held in Fairfax County Library in Fairfax City in 1978. An Ad hoc Committee was formed and tasked with writing the Constitution and Bylaws of a religious non-profit organization, and looking for a property to build the gurdwara.
Over the next three years, the Committee launched a membership drive, selected and registered the name of the organization as Sikh Foundation of Virginia, and approved its Constitution and Bylaws.
The organization purchased a five acre piece of land in 1981, but design, permits, and fundraising took another 5-6 years. In the meantime, the community started holding kirtan diwan and langar on Sundays at various members’ houses. The groundbreaking for the building was held in 1987, and the present Gurdwara Sahib was inaugurated on Baisakhi day in 1989.
Since then, the Sikh Foundation of Virginia Gurdwara Sahib has been serving the community by holding regular diwans, and catering to various religious, spiritual, and cultural needs of the community. Over time, to keep up with the growth of the congregation and its concomitant demands, the original building has been renovated and upgraded by enlarging stairs, expanding kitchen, adding lobby/ patio/Porch, and building an additional room upstairs for Akhand Paths.
The Sikh Foundation of Virginia Gurdwara Sahib has the distinction of being the oldest Gurdwara established in the Commonwealth of Virginia.
Bhai Satpal Singh Ji has been with SFV since April, 2013. Well qualified in Gurbani and Sikh religious traditions and practices. He is a graduate of Khalsa College Higher Secondary School (Amritsar), as well as of Shaheed Sikh Missionary College Amritsar. He performed Kirtan Seva at Gurdwara Sri Guru Singh Sabha (Malwia Nagar) New Delhi, for seven years after, In addition, he has performed Kirtan Sevas at various Gurdwaras in Australia and Canada before joining the Sikh Foundation of Virginia.

This organization shall be known as the SIKH FOUNDATION OF VIRGINIA (SFV), located at 7250 Ox Road, Fairfax Station, VA 22039.
No part of the net earnings of SFV shall inure to the benefit of, or be distributable to its members, trustees, officers, or other private person(s), except that the SFV shall be authorized and empowered to pay reasonable compensation for services rendered and to make payments and distributions in furtherance of the purposes set forth in Article II thereof. No substantial part of the activities of SFV shall be the carrying on of propaganda, or otherwise attempting to influence legislation, and the SFV shall not participate in, or intervene in (including the publishing or distribution of statements) any political campaign on behalf of any candidate for public office. Notwithstanding any other provisions of these articles, the SFV shall not carry on any other activities not permitted to be carried on (a) by an organization exempt from Federal Income tax under section 501 (c) (3) of the Internal Revenue Code of 1954 (or the corresponding provision of any future United States Internal Revenue Law), or (b) by an organization, contributions to which are deductible under section 170 (c) (2) of the Internal Revenue Code of 1954 (or the corresponding provision of any future United States Internal Revenue Law).
The decision of the Board of Trustees and the General Body shall be considered final and binding and shall not be subject to review by any outside judicial, administrative or ecclesiastical body.
Upon the dissolution of SFV, the Board of Trustees shall, after paying or making provision for payment of all liabilities of SFV, dispose off all the assets of SFV exclusively for the purpose of SFV in such manner, or to such organization or organizations organized and operated exclusively for charitable, educational, religious or scientific purposes as at the same time shall qualify as an exempt organization or organization under section 501 (c) (3) of the Internal Revenue Code of 1954 (or the corresponding provision of any future United States Internal Revenue Law), as the Board of Trustees shall determine. Any such assets not so disposed off, shall be disposed off by the Circuit Court of the County in which the principal office of SFV is then located, exclusively for such purposes or to such organization or organizations, as said Court shall determine, which are organized and operated exclusively for such purposes.

1. A voting member who meets the requirements of Article I.3 shall qualify as a patron of the Sikh Foundation of Virginia.
2. A patron is a life member of SFV.
3. A patron shall have the privilege to attend all Board meetings but shall not participate in Board voting.
All business, whether it is by the Board of Trustees or the General Body, shall be adopted by a majority vote of members present and voting except as mentioned under Article 1.8 and Article X, and Article XI.2.
The accounts of SFV shall be audited by two persons appointed by the Board of Trustees. The accounts of the SFV shall also be audited by an outsider auditor. The auditor's report shall be submitted to the Board of Trustees for review and then circulated to the General Body prior to the General Body meeting for final approval.
Assets and liabilities of SFV shall be administered by the Board of Trustees. No member of the Board ofTrustees shall, however, be personally held responsible for any liability of SFV. SFV shall indemnify any Trustee or Office-Bearer who was or is a party or is threatened to be made a party to any threatened, pending or contemplated action, suit or proceeding, whether civil, criminal, administrative, arbitrative or investigative (including an action or suit by or in the right of SFV to procure a judgment in its favor) by reason of the fact that he/she is or was a Trustee or Office-Bearer against judgment, fines, amounts paid in settlement and expense (including attorney's fees) actually and reasonable incurred by him/her in connection with such action, suit or proceeding, if he/she acted in good faith and in the manner he reasonably believed to be in or not opposed to the best interests of SFV and with respect to any criminal proceeding, had no reasonable cause to believe his/her conduct was unlawful.
Any indemnity hereunder shall (unless authorized by a Court) be made by SFV only as authorized in the specific case upon a determination that the Trustee or Office-Bearer was not guilty of gross negligence or willful misconduct in the performance of his/her duty and, in case of a settlement, that such settlement was, or if still be made is, consistent with such indemnity and the best interests of SFV. Such determination shall be made (i) by the Board of Trustees by a majority vote of a quorum consisting of Trustees who are not parties to such action, suit or proceeding, or (ii) if such a quorum is not obtainable, or even if obtainable, a quorum of disinterested Trustees so directs, by independent legal counsel in a written opinion. If the determination is to be made by the Board of Trustees, it may rely, as to all questions, of law, on the advice of independent counsel.
Expenses incurred in defending an action, suit or proceeding may be paid by SFV in advance of the final disposition of such action, suit or proceedings as authorized by vote of the persons provided above, upon receipt of an undertaking by or on behalf of the Trustee or Office-Bearer to repay such amount unless it shall ultimately be determined that he/she is entitled to be indemnified by SFV as authorized by this Article.
The right of indemnification provided by this Article shall not be exclusive or any rights to which any Trustee or Office-Bearer may be entitled, including any rights under policies of insurance that may be purchased and maintained by SFV or others, even as to claims, issues or matters in relation to which SFV would not have the power to indemnify such Trustee or Office-Bearer under the provisions of this Article. SFV may purchase and maintain at its sole expense insurance against all liabilities or losses it may sustain in consequence of the indemnification provided for as the Board of Trustees may deem reasonable.
A no-confidence motion can be made against any Trustee of SFV with the written endorsement of at least one-third of the voting members. A General Body meeting shall be called within sixty (60) days after submission of such petition to discuss the no-confidence motion. Such a resolution shall require for its passage the approval of the two-thirds majority of the members of the General Body present and voting. In such an event, given the facts and circumstances, the Board may decide to fill the vacancy through election in accordance with Article III of the By-Laws.
Through amendments proposed by members over the years, the constitution and by-laws of the Sikh Foundation of Virginia have been amended to facilitate administrative improvements and streamline operations of the organization. This copy reflects up-to-date amendments to the SFV Constitution and By-Laws approved in various General Body meetings.
